She was choosing safety and the promise of a better life in a world where such things are (almost) nonexistent over leaving because of a "wrong feeling" she didn't have herself. If Woodbury hadn't taken care of her, Andrea would have died of whatever sickness she had by now. Her choice is not surprising at all.
