The regeneration limit was set by the High Council of Time Lords. With them basically gone, the Doctor can choose to regenerate as many times as he likes because there is no biological limit. If TPTB bring the Time Lords back at some point, there's always the possibility that the Council will lift or extend the limit or that the Doctor will choose to regenerate beyond 13 despite the High Council's restriction.
