It's a web comics about the personified entities of Scandinavian countries (well, sometimes other countries make an appearance) that supposedly shows the world through Scandinavian eyes, but very quickly gets distracted by cutesy love/smut plots, bad jokes (the creator constantly have to explain them, I guess it's interesting if you're interested in Scandinavian cultures, but that doesn't make it funny) and occasional offensive stereotypes.

Scandinavia and the World is a comic drawn by a Danish woman (I think?) named humon, it originated on DeviantArt. It's basically anthropomorphized versions of Scandinavian countries (Sweden, Norway, Iceland, Denmark, Finland) and later included other countries as well (the US, Canada, Mexico etc).

I think the internet consensus is that while pretty amusing and spot-on about certain Scandinavian stereotypes, the comic has a tendency to slip onto the realm of unfunny, clueless stereotypes that can be pretty damn offensive. humon hasn't been too good at defending herself, or apologizing when she's fucked up. As a Scandinavian person, I got a few laughs out of earlier strips, nowadays I find it pretty bland and unfunny.

Basically this person was butthurt that Hetalia wasn't written the way they thought it should be so they created their own comic that's a heck of a lot more offensive than Hetalia, is meanspirited, unfunny, and has terrible art.

No, actually, the comic isn't that mean spirited. But stay away from the comment field over there. It's a pit. This is a bed of peacefully smiling flowers in comparison.
