Are you legally an adult and/or emancipated? Before you move out, contact a lawyer and have your mother sign over custody of your sister to you. That way she can't say you kidnapped your sister down the road. This way you are legally protected and have custodial rights to your sister.

Next, get you and your sister out of that situation. Then contact social services about your brother. Be prepared to lose your mother and brother for reporting them.
