No, cisgender means that you identify with the gender you were assigned at birth. To say it just means "not trans" ignores that there are (rather common) many other combinations of sex/gender identity that don't neatly or easily amount to being trans or not trans. For example, see intersex and the fact that some transpeople consider themselves cisgender when they feel that their body matches their gender identity.
