(Anonymous) 2012-12-11 03:14 am (UTC)(link)The bite always kills. The only way it doesn't is if it's in an area that can be amputated. So yes, everyone is still infected, but until they die they aren't in any of the danger that a moving, active zombie is capable of.
A zombie that looks like a child is even more dangerous than the adult version since it's human nature to be protective of a child. Michonne herself nearly got bit when she saw Penny. She assumed the Governor was keeping a living little girl and was definitely in the danger zone when she took that hood off.
Just like anyone else who came across her.
