That's a good point. I haven't read anything that would be really classified 'erotica' - mostly sci-fi or fantasy with smut elements - but I'm guessing that there's a pressure to get to the sex quickly to keep readers from getting bored, at the expense of plot or characterization, where with a PWP fic your audience already knows who's who and what's what, so even if there's little or no establishment before the smut begins, you're still seeing it through the lens of richly developed characters and powerful relationships.
