Prolly too late to the post to catch you OP but tbh it sounds like you're describing hearing loss, not mental illness. Do get the mechanics checked out first, make sure those are sound, before you go down the dark road of the DSM.

OP here, not hearing loss. It's not that I don't hear people talking, it's that I hear them speaking but none of the words register into my mind. It's a bit difficult to explain. I can be having a conversation with a person, but if I hear, for example, a car drive by behind me, my mind will begin to think about the car and I can't focus on the words I hear, even if I'm looking at the person and seeing their lips move and they're standing right there in front of me.

If you can, it could be a good idea to go to an audiologist just to make sure. You may have neural hearing issues (that is, difficulty processing sounds), or you may have hearing loss in certain frequencies.
