Chances are that nobody responds to your "I love concrit" note because they aren't sure what kind of concrit you mean or where to begin. Try this (on LJ where you can), and see what happens:

Put up a draft you've got in progress. Maybe f-lock the post to begin with, maybe keep it public, depending what you're comfy with. And then ask for input on that draft, and ask specific questions.

"I'm uncertain if I've got the characterization right in this passage," or "Does this chapter help, or should I cut it?" are the kinds of things you might try. Whatever you're bothered by, talk about it, ask about it, in specifics. "I'm not sure Sarah would really say this," or "I know the structure of this paragraph is off but I'm not sure how to fix it."

When you give people a starting point and make it really clear that you mean it about that concrit thing, they will (in my experience) finally jump in. And a post that several people can read will often lead to reader discussions that are pure gold. Do this a few times and you could easily find yourself with a small group of friends who routinely critique and beta each other's stories.
