Meanwhile, TOS Uhura was constantly shown at her workstation doing her job (which may not have been impressive, but still more than the reboot movie did), showed her repairing it in one episode (and having Spock comment on her skill), single handedly tricking and defeating Mirror!Sulu in "Mirror, Mirror". We get to hear her sing, we get to see her friendly relationship with Spock (she even flirts with him once!) and the rest of the crew, and we see her meet her ideal man in a vision where she gets to do a short monologue about her feelings.
Of course it wasn't a lot, and it wasn't enough, but it was still scenes showing her doing stuff that were relevant to her character. AOS Uhura is only shown doing stuff relevant to other characters (mainly Spock, but also Kirk). The concept of AOS Uhura's character isn't bad, but the scenes that were actually included in the movie were really bad at showcasing her skills and character.
Since nearly all her scenes were used up to show her romance with Spock, what impression did they think that would make? Showing creates a much stronger impression than telling, especially when the rest of the bridge crew did get pivotal scenes that a) showcased their skils and/or b) were funny, which also creates a sympathetic impression with an audience. Uhura is perfect, and that creates distance. I found her at her most sympathetic in her first scene when she exchange quips with Kirk. The rest of the film muddled that impression.
My complaint really isn't about who Uhura is on paper. It's the execution that was bad (and the romance, but that was mainly because it takes up all her screen time; otherwise it mostly fucks up Spock's characterisation).
