Uh...well, not really. "kill a bunch of people to save the entire universe" =/= "kill a bunch of people for shits and giggles".

Thank you! It's really bizarre people keep bringing this up. Like...do you not see the difference between a psychopath and a regretful, say, police officer? The Doctor doesn't go around looking for people to kill.

Genocide stops being genocide when there are reasons behind it.

Um...no? It IS still genocide either way, extermination or attempted extermination of a race = the definition of genocide.

Now, the guy who committed genocide is not a monster when his reasons behind it are "I had to either a) commit genocide or b) stand around twiddling my thumbs while the entire universe got destroyed."

He is a monster, however, if his reasons behind it are "It's fun!/I wanted to conquer a planet/They were annoying/They were trying to usurp my power/I wanted to scare people into being my slaves/etc".

Please tell me you see the difference between the two. Please.

The main difference between a monster and a non-monster, having committed an atrocity is that the monster's reaction is 'Oh, that's fun!' and to do it again, whereas the non-monster's is 'I did a very bad thing, even if it's the only thing I could have done at the time' and to try to atone.

The Doctor did the latter, the Master the former. The Doctor is not a monster, the Master is.

However, the Doctor knows what he did was an atrocity on a vast, cosmic, scale. He knows how easy it is to do a terrible thing. He's atoning, but he still sees the stain. And he wants to give others a chance to atone. Both as part of his own atonement (Help EVERYBODY), and as a reassurance that he can, that he hasn't damned himself forever.

The Master didn't take the offered opportunity, because he's completely lost - what the Doctor fears he could be (not unreasonable, as he knows of at least 2 evil versions of himself - the Valyard and the Leader from the alternate universe in Inferno) - but that only reflects on the Master, not the Doctor.
