It wasn't so much that he seemed shifty as incompetent. Which is sort of in following with book canon, at least in his whole "no way Sauron's not back guys" thing, but yeah he was still supposed to be pretty wise and a good guy. It doesn't even fit with LotR film canon - if Gandalf didn't respect him and value his input, as it's strongly implied in The Hobbit, why would he have gone to him in Fellowship of the Ring?
