You do realize this character grew out of what was essentially "SHIELD Agent #3" in the original Iron Man movie, right? He wasn't created from the first as the eventual martyr and linchpin to bring the team together. That came out of several movies and several writers wanting to use to character and expand on him. Three movies and two shorts brought this all about.

He was our first glimpse at an organization that plays a pretty essential role in the universe. He was the first tie between Tony Stark and SHIELD. First on the scene in Thor. Key in keeping Abomination off the team (that would be in the Consultant for those who have no idea what I'm talking about). In fact (ironically) Captain America is the only film he doesn't actually have ties to.

So no, it's not out of line to say he's important to the universe and in forming the team.

Y'know, that whole organic growth from "SHIELD Agent #3" is probably a huge part of the fandom around him. I mean, aside from the cool things he does, just the fact that he grew out of a bit part. Comic books have a long-standing tradition of "random throw-away character comes back, and comes back again, and eventually develops into something Iconic."

Heck, that's how we got the Joker. (And, well, most of Batman's Rogues Gallery.)

That's exactly it. Between that and the Golden Rule (Nobody stays dead except Uncle Ben and Bucky... and hell, that's not even true anymore), this isn't really that surprising.
