I think a big part of the problem is that the underage kids reading it do not think about or even really know about the trouble they could be getting others into.

I am pretty sure I was reading smut fic by the time I was 14, maybe even earlier (but since I focus more on dialogue than description I hardly noticed, really), but it wasn't until after I reached 18 that I even heard that fanfic writers could possibly have legal action taken against them because underage teens found their fic.

But I was also naturally cautious as a teen and always pretended to be 18. Now, fandom seems to be even bigger than it was six or seven years ago when I first came into it, and teenagers seem to generally be less cautious than they used to about their identity. (Something that makes no sense considering how much it is talked about, even in school, that you should be careful online.)
