Very much this. I have especially little love for the kind of queerbaiting where the same-sex characters aren't officially dating anyone (or are in relationships with others but want out), have a beautiful friendship that can easily be interpreted romantically, and hey, what do you know, they realize they do have romantic feelings for each others (or at least one of them realizes) ... but they still don't get together, because at least one of them dies, or is married off, or something else happens that means they can't be together, usually before they can even tell each other how they feel. Happens a lot in anime - either that or the standard Emotionally Intense but Totally Not Romantic/Sexual relationship - and by now it's really coming across like writers will write anything but a happy ending for a same-sex couple, especially if they're women.
