I'm currently playing Chrono Trigger, so the first character I thought of was Lucca - one of the main characters. She's female, she controls fire, and she's actually pretty level-headed. She comes across as someone with more self-control than the main character, really. XD

Lucca!!!! Maybe this shores up OP's point some but I remember being a little surprised she had fire and not Marle or even Chrono, simply because she's more low-key than the "typical" elemental fire user. But then again, my main references then were Captain Planet's Wheeler and a young Drew Barrymore in Firestarter...

Chrono Trigger has the best characters ever though.

This was my first thought, too. For Lucca, Fire has to do with creation and engineering -- in fact, she's the only character in the game that has an elemental attack (through her gun) before the party 'unlocks' their magic at the End of Time.
