Well Zuko's temper is presented as a bad thing too...

That being said, seconding a lot of the above mentions- Sailor Mars, Hikaru from Rayearth, and Lina from Slayers. Ringo from Mawaru Penguindrum might qualify? She's associated with fire and the power she discovers involves it. She does start off the series childish (everyone in the show is pretty screwed up), but the fire association doesn't at all exist with her character until she matures past that.

Fire by Kristin Cashore might qualify as well.

Fire is often associated with temper because it's such a volatile and dangerous element though? I don't think this is limited to female characters.

It's associated with temper regardless of gender, yes, but I think the OP's point was that in male characters that tends to be portrayed as less of a bad thing. It can still be a disadvantage, but not as much. And in any case, there are more male *leaders* associated with fire (then again, there are more male leaders period).
