It's not reasonable to assume that firebenders suddenly lose control of their fire when it hits a given target. There is little indication in either show that the elements follow natural laws while being controlled. Stone slabs are pulled from the ground where earthbenders want them without creating sinkholes, and Aang doesn't send uncontrollable balls of air through the immediate area when he's done. Katara was also able to pull back the same amount of water into her pouch after using it, indicating that full control of the elements exists.
