I think Gollum has a magic gift for making people feel so sorry for him they let their guard down.

To be fair, he is one of the most pitiful characters in fiction. Skin and bone, driven to madness by the Ring - it doesn't change the fact that he's a murderer, but it's not hard to see how it would get people's guards down.

Plus, from TTT or ROTK, Gollum says something that seems to imply that it actually hurt him to be touched by the Elves (or even looked at). There's the scene with the Elven rope that burns him, and his complaints about their "bright eyes". So they probably thought it was a kindness to let him be.
