He was lousy. I didn't expect amazing singing from anyone in the cast, just competent, and Crowe is a competent singer (I feel like I have to say that, if only because I heart Alan Doyle and Jason Gray-Stanford so much).
But he was an awful Javert. Leaving aside this UST you feel he had (it's kinda hard to even just recite the lyrics between the two and not have some UST, but I didn't see him doing anything to bring it out), Javert is a character of passion. He is a fanatic. He is precise and obsessed, and maybe just a little frothy around the mouth when things get crazy.
And Crowe's performance was far more, "Hm, there's this bad guy here, guess I'd better stop him. Yep, we're gonna infiltrate the revolution."
There was no power in him. Javert needs to be a guy who steps on the stage and puts the fear of God into people. "Stars" doesn't have to be sung by a golden throat--it just has to be the passionate declaration of the obsession by which he lives his every waking moment.
(Granted, that was half Crowe and half the director's fault. While the SYMBOLISM of him walking the "straight and narrow" path over the precipice is...well, symbolic, if not anything like subtle, the action itself...is something people do when they're bored or casually showing off. Weaksauce.)

But if he's insecure like Crowe's Javert was, you don't believe in Javert at all.
