I've also seen someone claimed that fan characters were inherently an insult to the creator because it means the FC creator doesn't think the story is enough.

LOL what? Doesn't the presence of any fic at all indicate that the story isn't enough? After all, if it was enough, then no one would feel the need to write any fic, whether it included OCs or otherwise.
