If you're fleshing out a background or conversely the future of a minor character you're going to have to fill blank spots with OCs. Want to write a story about Cho Chang's life? She;ll be surrounded by blank spots , OCs! Her muggle husband (according to JKR)there's an OC. Now you've got OCxCanon.

There's a huge HUGE difference between forcing OCxCanon because you have a huge crush on the character and writing an OCxCanon relationship because it would make sense. Same when it comes to relationships. the villain say Vlad Masters from Danny Phantom, in most likelihood doesn't have a long lost daughter considering he's been hung up on one married woman all his life. so making an OC with that background would make no sense. The Weasleys , from Harry Potter on the other hand have a huge family with a ton of cousins. Making an OC who's a Weasley cousin would not only be acceptable, it might be needed if you're doing a story focusing on one of the Weasleys.

Added: I don't mind when people don't like things like OCxCanon themselves, because of bad experiences. But I am annoyed when people respond to it with things like "just no. Don't ever" and "OCxCanon that's pathetic" because the concept itself doesn't have to be wrong. There should be nothing wrong with wanting to expand on relationships with characters who were never fleshed out beyond one or two little facts or the backgrounds of little known characters.
