Except the IQ and education level of the average person is increasing and has been since it began to be measured.

Come on people, eugenics went out in the 40s. Read a book.

(...Or is that the real subtle irony of the film? Only the stupid and/or uneducated start to panic that the stupid and/or uneducated are breeding?)

Nah, forced sterilizations were being carried out by a state board in North Carolina in the early 70s.

I didn't really think the movie was advocating eugenics, just saying that maybe people shouldn't dismiss the pursuit of knowledge so much. In the United States anyway, there's a general antipathy towards learning in general

Movie might not have been, but the message most of its fans seem to have taken away is "stupid people should breed less and smart people should breed more or society will collapse".
