No, it's a game in which you effectively *are* Death. You are a maniac on the road, mowing down pedestrians in your car for points. Death Race was the first video game to ever raise public protest for violent content.

It's presumably 'inspired by' Death Race 2000, which has the same premise, and came out the year before.

(Written by Ib Melchior, based on his own short story, The Racer. edit - oops, this is a misrememberance - Melchior, despite being a screenwriter, didn't do Death Race 2000.)
