When the Doctor's flagrant disregard for his own safety results in your enemies contained in a bottle for all eternity, that's playing to win.

Plus he's manipulating the odds just by his existence. Timelords cause the universe to bend around them after all. Extreme odds and unlikely events are what they generate just by their very being. That is why they are Timelords.

Is that actually mentioned anywhere, or is it headcanon?

Mind you, it's a headcanon I happen to like; I first stumbled across it in this Time War fic and went "in-universe explanation for the show's Action Movie Probability? Sign me up!"
