Most of the teacher's I've had meant 'I want at least three full pages' when they assigned three pages, which if you go by what the 'general' word count attached to a page is, usually comes out to about 2,250 words roughly, though it could also be more or less depending on the specifications for font. Some people have a lot of trouble writing that much.
2.I can't speak for the OP, but personally? I haven't written a paper in close to 10 years. So, if I were to go back to school? Yes, a three page paper would be worrisome to me. Any paper would because I simply haven't done it in so long and I'm something of a perfectionist. So yes, they could be worried for perfectly legit reasons.
