Sure! It's short for "in-between". Here's a good basic summary: http://animation.about.com/od/glossaryofterms/g/tween_def.htm

Basically, you decide one key frame and then the next major key frame and the program automatically generates frame for that motion to happen.

I personally see it as cheap? Traditional animation would have you draw the in-between frames and it just looks nicer!
