"Don't feel [bad] enough" is one of those phrases that really serve no purpose whatsoever except to make the person using them feel better about themselves. There's a word - several, actually, and none of them positive - for people who make others feel awful in order to feel better about themselves.

In other words: You're acting like an abuser right now. Knock it off.

I think it's a bit harsh to call OP a horrible person and all that, but that "they already feel terrible, making them feel worse won't help" is more for, y'know, after the fact stuff, like when someone's apologizing for something that they did that can be undone. You don't make them wallow around in that terrible feeling.

OP isn't apologizing, or at least, not to the person OP did wrong by. OP feels terrible because OP knows that they should be doing something differently. And there is still a chance to do that Something Right. So...yeah. Less agonizing about it, more stepping up. It's part of being a Decent Grown-up Person.

Oh, I agree they need to actually do something about it. It's just, from some of the comments I get the feeling the commenters want MORE agonizing AND more having-already-stepped-up, and nothing else is good enough.

I also suspect there's about a ton of projecting going on.
