Mainly because he got to kill Michonne's boyfriend and then died a relatively quick and painless death at the hands of another person, so Michonne has to live with the fact that letting him live after torturing him resulted in her lover's death and denying her the satisfaction of revenge.
I hope something like that happens in the show. Maybe Michonne can fall in love with Tyreese and then she has to watch the Governor chop of his head. "This is what you get for my daughter, you bitch."

That may apply to the comic version, but while he's done some really horrible things I don't think the tv version is a sociopath who did the stuff he did "to feed his megalomaniacal power fantasies."
