Also, a lot of people with light hair do have naturally dark eyebrows. It's not exactly an unnatural look or something.

Well, yeah, but not typically quite the difference between Legolas and Orlando Bloom! :P

One of my friends has Legolas-colored hair and she has eyebrows to match. Back in high school, she used to use mascara to make them darker. They are REALLY light. I absolutely understand why a production would use much darker eyebrows, though.
