Depending on where the bald spots are, long hair is possible! Getting layers or bangs will help prevent it from weighing down too much, so you get a little more volume to work with to cover those pesky spots. Also, while I'm sure most people with fine/sparse hair already know this, try to avoid dyeing the hair (or dyeing too often), as that can over-dry the hair and make the thinness/sparseness more obvious.

Eh, like you said, it depends on where they are. I don't have bald spots (yet :/) but I definitely have thin spots, and since mine are all in the front, it's really noticeable unless my hair is short enough to produce the volume to cover them up.
