Maybe when I was in fandom I just happened to luck out but whenever Scotty or Archer were mentioned in a fic this was always brought up.

Unless you're hoping for it to come back up in the movie? I doubt it will. It was honestly a throwaway line to justify Scotty's presence on some conveniently close to Vulcan backwater planet.

As far as my feelings on it? What he did was wrong, yes. Did he pay his time for his crime? If so, then I don't think he should be punished again. If it's brought up again I think it should be from other characters questioning his ethics but... probably not too seriously? Because he did do his time and, come on, it's Scotty. Deep moral dilemmas are generally not why we go to that character. I'm not saying you can't but in general... that's not his role. Especially not in the reboot movies.

I wish they could have come up with a way of justifying the character's presence without doing something that makes me feel different about the character. Couldn't he have destroyed an admiral's car or something?

I don't think Scotty has SINNED AND MUST BE PUNISHED FOREVER, but I feel like I can't like the character without some sign that he's learned that living beings are not suitable test subjects when inanimate objects would work equally well, and taking things precious to other people and launching them into limbo showing off is an asshole thing to do, not just unwise when it comes to your career.

I think a car wouldn't have been considered bad enough for such a punishment. But yeah, if would have been nice if they had thought of something else. The problem with teleporters is that eventually you are going to have to start live testing. However, Scotty's failing was rushing that process and having too much confidence in his teleporter. Hubris, in other words. This then made him do very unethical things with a powerful individual's dog. But yeah, I wish they had spent more time thinking about the implications of their throwaway line. I bet they cared more about the reference to Archer than the ethical implications.

Yeah, it would be nice to see him learn from such an action. I would like that too. Otherwise he seems just as sketchy now as he did before, which doesn't endear people. I doubt that will happen anywhere but fic though. He just doesn't have as much screen time for that to happen in the movies.
