The location of the staff is not an anachronism. Downton Abbey is not Highclere Castle- think of it as another actor playing a role. Just because they used to do it that way there doesn't mean they have to do exactly that on tv. The vast majority of families with servants (both upper and middle class) had their staff downstairs; and even if they didn't, that's just what they CALLED their staff's space. It's more of a class/role distinction than a physical one, although it's usually a physical one too.

Also footman ≠ valet ≠ butler.
