Probably not. This is already a very very gray area, so they probably won't get so draconian as to permaban you for just visiting a torrenting site. For all they know, you could be doing it for research, or just got accidentally rerouted there.

Most US law enforcement/legal customs come down on the side of behavior-- as long as you're not out and out doing something, they can't punish you. So, just visiting rather than downloading is unlikely to get you "re-educated".

But you will probably get put on a watch list. Just sayin'.
