Not as far as I know, I've seen it before and was under the impression it's fanart/shop/maybe a bit of both. If it IS a real picture WHY DID I MISS THE EPISODE.

It looks like a fanshop. The only episode relation that it would have had would have been in Season 8 with replicarter, but at that point, she was covered in this gell like stuff.

Bordertown is a shared world, so yes :D. Check out Elsewhere and Nevernever, by Will Shetterly (Emma Bull's husband), and the short story collection The Essential Bordertown. The earlier collections are out of print, but Charles De Lint's collection Waifs and Strays contains one of his stories.
