IMO she is underutilized since pretty much all forms of canon give more focus to Haruka in their relationship, but she's lightyears away from "empty". I think if people don't get a good impression of her it's mainly the fault of the two of them almost always being together?

I really do wish they had split the two of them up more often, actually. The (very) few times that they were allowed to interact with other characters without each other were all pretty fun. (I will always regret the only time Michiru and Rei got partnered up was during the Nehelenia arc in Stars, they seem like they'd make a very good duo)

Basically this. There was too much emphasis on HarukaAndMichiru as a unit and not enough on them individually, so compared to the other senshi who all got their individual chances to shine, they don't seem as well-developed. I like them both but even I have to agree that she felt rather shunted to the background a lot of the time.

I would've loved to have seen what PGSM would've done with Michiru and Haruka if it had delved into the Outers.
