I am going to agree with the commenter on top of me, because while yes she does do her best for Zechs' sake, (and honestly I think the stepping down thing is overemphasized, Zechs many times tends to downplay his own abilities, particularly in the beginning of the series, where this is learned, and so I think his analysis of what happened in his schooldays isn't completely concrete).

And as the commenter above me said, Noin acts independently of Zechs for a lot of the series. She stands up to him at the end. And while she doesn't believe he is dead, she seemed to be doing pretty well on her own between the end of the series and Endless Waltz.

And I don't think their relationship is that unequal, Zechs surely doesn't treat her as any less than his equal.
