Honestly, I'd be really tempted to believe that she has very little self-esteem herself and is simply trying to cover it up and bolster herself by telling herself, "At least I'm not UGLY!" and that just makes me sad for her because she's being very ugly.

Is there any way you can get any dialogue going with her? If she's just a teenager, it might help to plant a different perspective in her brain, even if she doesn't quite grasp it yet. If she's older, though, I don't know what to say - people who are going to grow out of their immaturity tend to do it by their mid-20's; if they're not, they're pretty much never going to.
