That's a fair point, and why I mentioned 'communication'. Dobby shows us House Elves have the potential to want to be paid; considering the abusive environments Elves can find themselves in, and the limit of Harry's perspective, more still might want to be than we were shown. He might not be as much of a weirdo as he's said to be.

Now, if there was actual proper communication and so on, and an Elf still refused it? Nope, I could not and would not force pay on them. I just don't think the possibility should be dismissed outright, and I also don't think that Dobby and Hermione were brilliant at the communication thing.
