Probably because they're based on brownies, and brownies were usually linked to specific households rather than people. Trolls don't have homes, and I have no idea where goblins live. Is there anything specifically saying they only serve people, or is it just assumed because humans only ever see humans with house elves?

I always saw brownies as tiny squatters tbh. Anywho, I'm going with assuming they only stick around human households because the series never bothered to have anything outside of Harry's perspective.

What does brownies mean in this context? Because I keep seeing dessert-children trying to open doors or go outside and being told by their dessert-parents that there's a bright light that will turn them into a chocolatey puddle.
