My dad doesn't have a left hand. He may have learned before the accident, but he can't drive stick shift now, and there are people born with missing limbs.

But #2 isn't limited to learning to drive a stick. There are other types of driving knowledge that someone can lack that would be useful in an emergency. Not everyone knows how to drive in the first place. I know how to drive but haven't done so in years, and while I'm fine with public transportation for the most part, I have the same concerns about being able to drive a loved one's car in an emergency. I could do it, but it wouldn't be easy.
