Well, to be fair, it's hard to write an epic tale that's about cardboard characters in the first place...

This, which is why I find it hard to answer the question. Like, how would I know the characters are awesome of nothing interesting happens to them? Conversely, if the plot isn't interesting no matter who it happens to, is it really that epic?

Well, I suppose a plot that has good parts and whose good parts are very very good could still be so full of flaws and holes and dumb twists or stupid trappings that you look at it and go "yeah, terrible plot," but the few good parts of the overall terrible plot might showcase the characters' facets and therefore the story can have the end result of creating really great characters. An incredibly poorly-written plot isn't necessarily synonymous with an incredibly bland plot where nothing interesting happens.

On the other hand, I think the only way an "epic tale" can be told with really crappy or boring characters is if the story is more about ideas than about people, in which case the ideas have to be really, really, really good.
