Where I live this only happens at stop lights. And it happens at every single one. If you give them anything, they'll seek you out any time you're at that intersection, even if you're 15 cars back. Some of the people will bang on cars if no one in that pack stopped at the light has their window down or opens it when the person walks up the lane. It's frightening and illegal and I wish the police would do something about it.
