The serious effort part, I agree with you on, but don't tell people what they have to dress as.

Cosplay clothes are not some kind of special category. They are still clothes. If I go outside in short shorts and a bare midriff I fully expect jerks talking behind my back. Adding a ponytail and calling myself Lara Croft changes nothing.
I'd still do Lara Croft, but I'd change her outfit.

Douchebags who cosplay and are serious about cosplay tend to think it's okay to mock people who wear bad cosplay, but will usually come to the defenses of fat cosplayers if their costumes are good.
Random douchebags who stumble upon cosplayers are likely to make comments like "Looks like Sailor Moon really let herself go!" or "Look at that fat Sakura, lol!" with no regard to whether or not the costume looks good. Depending on whether or not these douchebags are nerds themselves or if it's Halloween, they may or may not make fun of cosplayers in general, but they don't usually pay attention to how well done the cosplay is.
