A lot of people get into fandom because they want something they know they can't get from canon. For some it's shipping, for others it's certain kind of character development, for others resurrecting a dead character, for others coffee shop AUs etc. Hetalia gives us a bunch of characters who, despite being silly, are intriguing and make you curious about how they'd act in a more serious setting. Combine that with a premise that allows you to explore any period in history and any place in the world with relative ease, and there you have it.

I like my Hetalia fanworks with a balance of humor and a more serious side. The super grim dark epics that make everyone OOC for the sake of history don't interest me, but neither do the crack fics or humor fanart that have the exact same tone as canon.
