Huh, I'm not sure if mine is different from the Windows 7 norm... although I did change which icons were always visible. And then added the language bar since I used to type in Chinese a lot. I kinda wanna say what I did or help, but I'm not really sure...

Right click your taskbar -> Properties

In the newly opened Taskbar and Start Menu Properties, under the "Taskbar" tab, look for "Use small icons" in the "Taskbar appearance" section. It should be the third box from top. Check it and click OK/Apply.
