He knows the Brig dies in bed (Classic Who:Battlefield), and he hates saying goodbye, so he prevaricates and procrastinates and generally dodges the issue until it was too late. When it comes to human frailties the Doctor can be a real coward, I figure it just took him until he was inescapably facing his own death to admit to facing one of his friend's.

Kinda like Moffat did too, putting it off and saying "maybe later" then it was too late.

I interpreted that line simply as "Oh no! You deserved to die nice and comfortable in your sleep in bed! Not to be violently killed because of me after you've already retired!"

But then again, this is Seven we're talking about....
