I've read a few AU fics in which Thor and Loki weren't raised as brothers and met later in life, and I was fine with that. Why does it have to be incest??

The people who think that the fact that they're adopted siblings somehow makes it not incest (or "quasi-incest"; WTF?) either don't understand what a sibling is or don't understand what incest is.

This, so much!

In either case, they're abysmally stupid.

NO BECAUSE FAMILIES ARE BLOOD RELATIVES ONLY! And let me point out all the other ships in fandom that involve blood relatives... so yeah.
