I go into fics--or any media really--expecting my emotions to get toyed with if it's any good, because that's one of the biggest reasons people create things. To affect people emotionally. So the whole "my emotions are not your toys!!" bit at the end there is quite odd. Yes, they are. They soooooo are.

That's because, for the most part, the POINT of fiction is to "toy with emotions." People write to make other people feel things. It's not their responsibility to say "Now, this is what you'll feel when you read this," nor would I want it to be.
