That's not equivalent. It's about dressing in a way that makes you feel confident and comfortable in whatever surroundings you are dressing for. You're obviously not going to feel comfortable at work in a bra and panties.

I don't know if it matters to you, but she was asked to put on that dress back on for photos, unaware that it was see through:

He said it was a lot MORE see-through, which implies that it wasn't a shock, just more than they realized. I get that sometimes fabric behaves in startling ways under a powerful flash, but there's now way she didn't realize the dress was semi-transparent in the first place.
